The Centre of Renewable and Sources & the Municipality of Dionisos successfully organised the 3rd regional PUBLEnEf event which was welcomed by the Mayor, Mr. Dionisios Zamanis, who underlined that the current circumstances require finding ways of replacing traditional energy practices at national, regional and local level.
During the event, PUBLEnEf’s results were presented by CRES project manager, the Deputy Mayor of Voulas Vouliagmenis Municipality, Mr. Vassilios Papamichail, informed about energy conservation actions in the municipality focusing on energy efficiency in public lighting project.
Finally, Mr. George Pappous from the Euxiniki Poli/ EGTC spoke about the European Cities Network for Sustainable Development, and Mr. Lefteris Yakoumelos, from CRES training Department, presented the PEGASUS project and the promotion of efficient production and sustainable use of electricity.

The event was attended by 50 people.
Among them Deputy Mayors of the Municipality of Dionisos, municipal councilors, Deputy Mayors and Municipal staff from nearby Municipalities as well as representatives of local associations and citizens.


The Energy Transition in Municipalities: Showcasing Projects from Upper Austria

Many municipalities in Upper Austria are already leaders in the energy transition. They can share valuable experience and knowledge on how projects related to energy efficiency and renewable energy in the public sector can be put into practice.
Organised by the OÖ Energiesparverband, the energy agency of Upper Austria, the event "The Energy Transition in Municipalities: Showcasing Projects from Upper Austria" (Kommunale Energiewende – Vorzeigeprojekte aus oberösterreichischen Gemeinden) informs municipalities and motivates them to move forward in their energy transition. A panorama of successful projects from all over Upper Austria is presented – covering a range of solutions for renewable energy, refurbishment of buildings and street lighting, e-mobility projects and comprehensive energy strategies and action plans. An update on energy subsidies for municipalities and current energy topics round off the program.

Energy Efficiency & NZEB at local level

Decreasing operational costs and maintenance of public buildings is a burning question for all municipalities. However questions like “how to do it?” or “how to finance it?” remain often unanswered. Objective of our workshop is to answer these questions.

Local authorities, both as energy consumers and even more as energy providers are important players in realising the EU’s energy efficiency goals. They also have to cope with the Nearly Zero Energy Buildings (NZEB) related regulations as of January 2019. This event aims at assisting those, who wish to provide financial or technical assistance to municipalities in coping these strengthening regulations. Practical solutions will be demonstrated via presentations and panel discussions, with a focus on resolving the conflict between increased investment demands and narrowing subsidies / financing opportunities.

The event is organised by Energy Cities and Energiaklub (HU), in the framework of the PUBLENEF project, supported by Horizon 2020.

PUBLENEF Workshop at Assises de la Transition Energétique – January 2018

The 19th edition of the well-established “Assises Européennes de la Transition Energétique”(European Energy Transition Conference) took place in Geneva from the 30th January to 1st of February 2018. The 3 days-event took place in the cross-border area of Greater Geneva. During a period of 3 days, over 4500 participants – representatives of the public authorities, of the economic and academic worlds and of the civil society, are gathered to discuss and debate regional energy transition with the leitmotif of « Cooperate in order to make a success of energy transition».
In this frame, on the 31st of January the European project PUBLENEF held the workshop “Mieux accompagner les collectivités dans la mise en oeuvre de leur stratégie d’efficacité énergétique” (“How to better support local and regional authorities in their implementation of energy efficiency strategies”) during which FEDARENE and Energy Cities presented the overall approach and processes of the partners. ARENE (now IAU IDF-département Energy et Climat ARENE) and JIN made in-detail presentations of the roadmaps they are implementing in their territories in the frame of PUBLENEF.

Energy efficiency is the "no regret" solution to reduce the European Union's dependence on energy imports and fighting climate change, while featuring multiple benefits. Yet, the potential is underexploited. The EU's 30% energy efficiency target foreseen for 2030 could only be reached as a result of effective multi-level governance between local, regional and national authorities. Such cooperation is especially valuable in private building renovations, which could contribute massively to these targets, while creating local jobs, boosting GDP, raising quality of life and keeping money at home.

This European event is organized in the framework of the PUBLENEF project, aiming at assessing needs of local and regional authorities in terms of financing their sustainable energy projects, with a special focus on private buildings renovation. A second purpose of the event is to link those seeking to implement projects with those who can provide for financing or enable their implementation in other ways.

"The objective of this session is to learn from best practice examples from Europe of strategic approaches and models and inform the development of a business case for Irish public lighting stock. The RMO will present on Ireland’s current status and plans for retrofitting public lights. This will be followed by presentation from countries, similar to Ireland, who have or are the process of significant large scale public lighting retrofits. Project development supports in the EU and project financing options will be outlined. Finally, there will be a panel discussion on the various project models, and what models or approaches that could work in Ireland, including maximizing the potential of EU support.

Supporting energy efficient policies of multi-level governance

As public funds alone are not sufficient for delivering ambitious EU energy targets, a different, concentrated approach relying on more market based solutions is required. The event intends to explore options in supporting the creation of regional platforms aiming at aggregating small energy efficiency projects to maximise the use of and access to the EFSI. The event will build upon most recent successful examples like ELENA supported NEWLIGHT project: the aggregation of street lighting reconstruction projects in 57 cities and municipalities from different regional authorities into a single project where total investment exceeded 20 million euros.
